Dalsza debata będzie poświęcona fundamentom systemowej ochrony: roli depozytariuszy w podejmowaniu decyzji, odpowiedzialności państwa i instytucji oraz warunkom trwałego wspierania praktykowania, przekazywania i rozwoju dziedzictwa. Dwa panele dyskusyjne uzupełnią otwarte rozmowy z uczestnikami konferencji.

How can a safeguarding system respond to the needs of the people and communities who practise and transmit living heritage? How can it reflect the experiences of folk artists, practitioners of urban culture and other heritage bearers? The conference “Folk Culture, Urban Culture and Poland’s Intangible Cultural Heritage. Time for a New Law” will open a parliamentary and stakeholder debate on legislative change and strategic action in this field.
The event marks the International Day of the Intangible Cultural Heritage and 15 years of implementing the UNESCO 2003 Convention for the Safeguarding of the Intangible Cultural Heritage in Poland.
The opening session, “Why does Poland need a law on safeguarding intangible cultural heritage?”, will feature Hanna Schreiber, head of our UNESCO Chair; Magdalena Cięciwa of Stowarzyszenie Twórców Ludowych (the Association of Folk Artists); and Jan Młynarski, a musician and member of Warsaw’s Intangible Cultural Heritage Team.
The subsequent debate will explore the foundations of a comprehensive safeguarding system: heritage bearers’ role in decision-making, the responsibilities of the state and institutions, and the conditions needed to support the continued practice, transmission and development of living heritage. Two panel discussions will be complemented by open conversations with conference participants. The event aims to contribute recommendations for further legislative work.
